CSS stands for Cascading Style Sheets and along with HTML form the basis for pretty much every web page you're likely to see on the internet today.
CSS is a language for describing the look and formatting of a webpage, and is responsible for such things as positioning items, setting colours and highlights, font sizes and styles and much much more.
CSS3 is the latest version of the CSS standard and brings improvments to styling by allowing a designer to use/add styles that may have been more troublesome to implement in the past, such as:
» Rounded Corners
» Better background images
» Use of alpha(transparancy) in colour values
» Text effects such as shadows
» Web fonts (no longer having to rely on a users installed fonts)
